Islamic World Science & Technology Monitoring and Citation Institute (ISC) is the third internationally accredited citation center established in the Islamic Republic of Iran based on a resolution adopted in 2008 by the 4th Meeting of the Islamic Ministers of Higher Education (ICMHESR) in Baku, the capital of the Republic of Azerbaijan, to index, evaluate and publish scientific productions in Islamic countries.

Currently, in accomplishing its missions, ISC is engaged in a variety of responsibilities including evaluating and ranking of universities, research centers, journals and researchers in Iran and other Islamic countries to pinpoint their scientific production status and to illustrate strong/weak points in different subject fields.

Evaluating and ranking universities and research centers are among other leading responsibilities taken by ISC. Since 2010, the ranking procedure has been based on 26 indices in 5 categories including Research, Education, International Reputation, Facilities, Industrial and Socio-economic Activities. The methodology employed by ISC was developed and then ratified by a team of ranking experts in the 6th Meeting of the Islamic Ministers of Higher Education. From 2013-2014 onwards, Islamic World Science Citation Center undertook to evaluate and rank universities and research centers in Islamic countries. This ranking system hinges on technical scientometric indices and criteria in agreement with the macro policies determined and announced by the Supreme Leader of the Islamic Republic of Iran. This ranking system facilitates the comparison of universities and research centers academic performance on local and global scales in accordance with variously specialized indices to pursue their own macro policies considering domestic and regional rivals. The ultimate objective serves the purposes of promoting academic and research status in addition to upgrading universities to a global level.
